History knows at least two examples of such a radical change — Shanghai and Tehran. Moreover, Shanghai was completely rebuilt, and a new city was built in Tehran on a plateau above the old city. The example of Greater Paris shows that the formation of peripheral population movements is a long process, which took more than forty years in France. In Moscow, just like in Paris, the city center is a historical center with museums, priceless architectural monuments, exhibition halls and theaters. It is, of course, impossible to create equivalent centers outside the Moscow Ring Road.
Business centers surrounded by modern buildings will not replace the historical center, which is the soul and heart of Russia for the peoples of not only the Russian Federation, but also the entire post-Soviet space. Lawyers argue that the liberation of the center from ministries, departments, parliament is a long and expensive process. And the movement to the center of the capital may not only not decrease, but may also increase due to the new attracted labor personnel and members of their families. This means that Moscow will remain a monocentric city.
From this it follows that salvation must be sought in a radical change in transport communications, which will allow hundreds of thousands of people to quickly and fairly inexpensively cover a distance of 120 kilometers or more across the annexed territory with an area of 144 thousand km.
